Mouse Cursor Remains Loading After Selecting Tab In NavigationPane (Doc ID 2857562.1)

Symptoms

When the user selects a tab from an af:navigationPane component, the "loading" cursor will remain indefinitely
after the new tab has loaded. It only changes back to the normal cursor when the user moves the mouse.

Reproduces in some browsers, in others not. However, there is no clear pattern. i.e customer does not reproduce with Chrome, but Dev reproduced.
