Forms 12c Focus is Lost when running it using FSAL mode On Java 11 & Java 17

Symptoms
When opening a Form using FSAL the form opens fine but item (Say Text Item) does get the focus. End users needs to click into an item to get the focus. Afterwards the form can be used as usual.
Another situation: when navigating from one form to another with "call_forms", the focus of the newly opened forms is lost.
The cursor should be in the first navigable field, but it is not set and user cannot start typing.
This also happens with OK buttons and not only with input fields.
It is intermittent: Sometimes user can see that the focus and cursor are set correctly, but then the form flashes shortly and the focus/cursor is gone. User then have to explicitly click in a field to restore focus.
It happens always when using FSAL mode, Forms works Ok with JWS (Java Web Start). This issue happens only with Java 11 & 17, It works fine with Java 8.
