Hierarchy Viewer Same Level Navigation Buttons Not Displayed (Doc ID 2859099.1)

Symptoms

In ADF 12.2.1.3.0/12.2.1.4.0 using Hierarchy Viewer and any of the layout types are not given the Same Level Navigation Buttons option.

Changing the layout to "Horizontal, Start to End" displays the vertical Level Navigation button.

However, In a "Vertical, Top-Down" layout the same level navigation buttons are not displayed.

The doc topic: How to Configure Same-Level Navigation in a Hierarchy Viewer, says setting levelFetchSize will provide the option. However not noticing the same.

Note: The same option is present when we test with the Jdeveloper 11.1.1.7.0
