Symptoms

Tomcat application using Oracle JDBC driver version 21.5 reports an 'OutOfMemoryError: GC overhead limit exceeded' when connected to a 19c database.
The memory leak eventually crashes the web application in an hour period.

Increasing the memory does not prevent the issue from happening.
The application worked successfully with ojdbc7 during regular performance tests.
