When attempting to start OHS with a newer JDK 1.8.0_311, the following error occurs:

The issue can be reproduced at will with the following steps:

1. Using startComponent.cmd 'ohs1' or even using wlst and nmConnect.
2. The error is seen in the output.

Recently installed a new Java SE in a different location.
