"Startup feature missing or invalid" Fatal Error Is Received when Attempting to Start ODI Studio (Doc ID 2859970.1)

Oracle Data Integrator on Marketplace - Version 12.2.1.4.200123 and later

Symptoms

All of a sudden, Oracle Data Integrator (ODI) 12.2.1.4 Studio no longer starts, and fails with the following fatal error:

Note that ODI Studio was previously used, without any issues.
Also, when the above error is received and prevents ODI Studio from running, ODI Agent using the same ODI HOME and it functions just fine.
