AdminServer Fails to Start With Schema Validation Error After Rollback the Latest PSU

Symptoms
The recent PSUs added some new configurations related to security.
This means adding some new settings to config.xml.

When the new configuration setting of the new PSU is saved to config.xml and then the PSU is rolled back,
Rolled back WLS can not recognize new configurations in config.xml then failed to start with the following errors.
Changes
1. Apply WLS PATCH SET UPDATE 12.2.1.4.220105 (p33727616_122140_Generic.zip)
2. Start AdminServer
3. Access Admin Console and navigate
[Domain name] ->[Security]tab ->[Warnings]tab
4. Check or Uncheck some warning setting ("Warn on Patches" or etc.)and save the activate changes.(This updates config.xml)
5. Stop AdminServer
6. Rollback patch 33727616
7. Start AdminServer
8. Start Fails with <BEA-141244> Error
<Error> <Management> <BEA-141244> <Schema validation errors while parsing <DOMAIN_HOME>/config/config.xml<12:7> - Expected element 'warn-on-java-security-manager@http://xmlns.oracle.com/weblogic/domain' instead of 'warn-on-user-lockout@http://xmlns.oracle.com/weblogic/domain' here in element secure-mode@http://xmlns.oracle.com/weblogic/domain.>
