Break ON Multiple Columns Is Not Producing Expected Output as in SQL*Plus (Doc ID 2862091.1)

Symptoms

ACTUAL BEHAVIOR
In SQL Developer 21.4.3 latest version & SQLcl 21.4.1 version BREAK ON multiple columns is not producing the expected readout.

The BREAK command is not producing expected readout in some situations. Please refer to below cases 1, 2 & 3. Test case 1 Works as expected, Cases 2 & 3 both fail to produce desired output in SQL Developer & SQLcl. SQL*Plus 19.10.0.0.0 version produces the expected output.

EXPECTED BEHAVIOR
SQL Developer & SQLcl should produce same output like SQL*Plus
