Failure to Create OHS Instance when Migrating OMS from One Server to Another (Doc ID 2862797.1)

Symptoms

The steps OMS Doc ID 2693097.1 to migrate OMS from one server to another are being followed.  When "omsca recover" script from Step 11 of this document is run, this script fails executing the  ohs_createInstance() script with following error occurs.
