Modified CSElement in Developer Tools Does Not Update UpdatedDate

Steps to Replicate:
Steps to replicate:
1) Create CSElement in Developer Tools
  - Save: asset gets created in WCSites
2) Edit CSElement in Developer Tools
  - updateddate in metadata xml remains the same
3) use CSDT command line to import to another Sites instance
  - First import is successful as CSElement does not exist
4) Edit/Save CSElement again using Developer Tools
5) use CSDT to import the updated CSElement again in the other Sites instance.
  - This gets skipped:
e.g.
SKIPPING CSElement:XXXXXXXXX as it has same timestamp as that in CS.
