SSO SAML Application not Redirecting to ID Provider Login Page

Symptoms
The domain was configured to support SSO SAML2 per steps outlined in :
Document 2663894.1 How to Configure SAML 2.0 with Okta as IDP and WebLogic as SP
But when accessing the application the system is not redirecting to OKTA login page, instead the requested page is rendered directly.
After enabling debug options : -Dweblogic.debug.DebugSecurityAtn=true -Dweblogic.debug.DebugSecuritySAML2Atn=true -Dweblogic.debug.DebugSecuritySAML2Service=true -Dweblogic.debug.DebugHttpSessions=true -Dweblogic.debug.DebugHttp=true
it was noticed Authentication phase is not occurring and the requested page is responded.
