Symptoms
Ear with multiple parts, e.g. web war and ejb module, but only web war module gets targeted to a server with option: Install this deployment as an application, but target the components individually. And keeping ejb modules un-targeted. Overall health state under Deployment / Control is blank, but the Configuration tab works properly.
