JDeveloper Downloaded from eDelivery Site Fails to Install Due to Missing File (Doc ID 2865076.1)

While trying to install Oracle JDeveloper Studio Edition for Microsoft Windows x64 (64-bit), the installation process fails when running the installer downloaded for eDelivery

The installer initializes for a few moments, and then it ends with this error seen in the installation logs:

The issue can be reproduced at will with the following steps:

  1. Download the installer from Oracle website
  2. The process saves two files named "V998593-01.exe" and ""
  3. Open a command window and navigate to the folder where the files were saved
  4. Execute the .exe file, and it will end with the above error

Due to this issue, installation cannot proceed.
