WLS Restart Errors with 'weblogic.management.DeploymentException: java.lang.NullPointerException' (Doc ID 2867787.1)

Symptoms

A large domain consisting of multiple applications deployed, during weekly restarts intermittently application/s fails to deploy on random Managed Servers, although the Managed Servers successfully starts up the respective application/s fail to deploy on those Managed Servers. Each time the Managed Servers differ as the issue occurs on random Managed Servers.
