OAM Test to Production (T2P) Fails with Error "CLONE-84012 Import Policy Failed" (Doc ID 2868236.1)

Symptoms

When attempting to execute the OAM Test to Production (T2P) process the pasteconfig.sh fails with the following error in the T2P log:

A review of the .jar file generated by the copyconfig.sh shows there is no REPOSITORY/amt2p/am_policy directory...indeed there was no REPOSITORY/amt2p/ directory at all in the .jar file.
