Does Coherence Federated Cache Replication is Automatic on Restart of Participants/Federated Clusters (Doc ID 2870311.1)

In a 14c, Coherence federated cluster environment user had a five-node cluster and is setup as federated cache. Due to some incident their primary cluster was completely down and when it is brought back live the replication started happening, however the entries in primary and backup are not matching. Is this expected behavior? Their assumption is that all the data from backup will flow back both the system will eventually have similar entries in the cache. Please suggest how can we pull the data from backup and keep our PROD up to date.
