Cannot Access Forms Using SSL Port After Configuring SSL For Weblogic Server Managed Server WLS_FORMS (Doc ID 2871035.1)

Symptoms

Cannot access forms using WLS_FORMS managed server SSL port.

Followed the document below for configuring SSL for a managed server:

Weblogic Server 12c(12.2.1): Configuring SSL

Performed the steps per "Test Your SSL Configuration" section in the above document to test managed server SSL configuration but the test URL is also not working:

https://<server>:<SSLport>/SimpleAuctionWebApp/index.jsp

Getting error:   <server> refused to connect.
