User Permissions Defined in WFR Schema (Tables USER_, USERTOUSERGROUPREL) Are Not Affecting Actual User Permissions

Symptoms
Using WebCenter Forms Recognition 12.2.1.4.0 with AP 2803 project and Windows Authentication. This one environment is seeing 3 different issues:
- In Verifier thick client the "Start Learn Set Manager" button in the toolbar is disabled.
- In Web Verifier the "Supervised Learning" tab in the user Settings is not visible.
- In Designer when attempting to export to DB within "Users, Groups and Roles", the message is returned "No Administrative rights for Database".
