FIPS Mode Enabled Clients Fail With ORA-1005. (Doc ID 2875801.1)

Symptoms

With FIPS mode enabled on the clients using SQLNET.ALLOWED_LOGON_VERSION_SERVER=11 in the sqlnet.ora and MD5 CHECKSUM_TYPES, the following error is received during JDBC connections.
The error does not occur if FIPS is not used.
