OHS Fails to Start and Loses Newly Renewed Certificate (Doc ID 2875804.1)

Symptoms

After renewing the OHS wallet, every time Nodemanager and AdminServer is shutdown and start up again, OHS fails to start and the following error occurs:

The issue can be reproduced at will with the following steps:

1. Wallet was expired.
2. Note 2729766.1 - 12c: How to Recreate the Default Wallet that has Expired from Oracle HTTP Server was used to renew the certificate.
3. Restart Nodemanager and AdminServer, and then startup OHS and it fails.
4. Recreate the wallet again in runtime directory.
