Symptoms
When the number of initial-capacity connections is created on one DB instance only in RAC nodes, WLS Active Grid Link (AGL) datasouce does not rebalance connections using ONS FAN event data which has load balancing advisories (LBA).
So connections on other DB instances in RAC are not created.
