Admin UI Tree Tab Not Rendering And Contributor UI Controller Errors

Symptoms
In the admin UI of WebCenter Sites the tree tab is missing or blank. It's failing to initialize. When switching to the Contributor UI, we're facing an error pointing to a controller.
The sites.log show errors with:
