SQLDeveloper Closes During Startup on Windows 10 (Doc ID 2876888.1)

Oracle SQL Developer - Version 21.4.3 and later

Symptoms

When starting SQL Developer 21.4.3, the splash screen shows up and only reaches to "Migrating user settings"
After that, the window closes abruptly without any error message.

This is a new Windows 10 install.

The above behavior prevents the tool to start and consequently, it cannot be used.
