Summary of Issues
Due to issues found after release of Patch 33779451, the patch has been regressed for both Oracle Solaris on x86-64 (64-bit) and Microsoft Windows x64 (64-bit) platforms. The other platform patches do not have issues and do not require any action as per this announcement. The platform specific issues are as follows.
Microsoft Windows x64 (64-bit)
DATABASE PATCH SET UPDATE 12.1.0.2.211019 FOR FMW Conflicts with Patch 30220086
Details: Microsoft Windows x64 (64-bit) DATABASE PATCH SET UPDATE 12.1.0.2.211019 FOR FMW Patch 33779451 conflicts with WINDOWS DB BUNDLE PATCH 12.1.0.2.190716 FOR FMW Patch 30220086.
Resolution: A new Patch 33779451 was released on 14 June 2022 to address this issue.
Recommendation: As provided in the updated Note 2817011.1, Oracle recommends downloading and applying this latest Patch 33779451 for Oracle Fusion Middleware DB client homes. For this and the latest cumulative security patches, refer to Note 2806740.2.

Details: Microsoft Windows x64 (64-bit) DATABASE PATCH SET UPDATE 12.1.0.2.211019 FOR FMW Patch 33779451 conflicts with OSS BUNDLE PATCH 12.2.1.3.210420 Patch 31971994.
Resolution: A new Patch 33779451 was released on 14 June 2022 to address this issue.
Recommendation: As provided in the updated Note 2817011.1, Oracle recommends downloading and applying this latest Patch 33779451 for Oracle Fusion Middleware DB client homes. For this and the latest cumulative security patches, refer to Note 2806740.2.
Oracle Solaris on x86-64 (64-bit)
DATABASE PATCH SET UPDATE 12.1.0.2.211019 FOR FMW OPatch Failures
Details: Oracle Solaris on x86-64 (64-bit) DATABASE PATCH SET UPDATE 12.1.0.2.211019 FOR FMW Patch 33779451 fails to apply with error code 73.
Resolution: A new Patch 33779451 was released on 14 June 2022 to address this issue.
Recommendation: As provided in the updated Note 2817011.1, Oracle recommends downloading and applying this latest Patch 33779451 for Oracle Fusion Middleware DB client homes. For this and the latest cumulative security patches, refer to Note 2806740.2.
Actions
Users of Oracle Solaris on x86-64 (64-bit) or Microsoft Windows x64 (64-bit) platforms should re-download and apply the new <Patch 33779451> (Updated 14 June 2022) for their respective platform following the readme included with the patch. If one previously applied the original patch without issue, it is recommended to rollback the original patch and apply the new patch.
For the latest cumulative security patches, refer to <Document 2806740.2>.
Previously, the patch readme detailed to rollback and apply the OSS Bundle Patch after this Database PSU for FMW to avoid problems with the same libraries usually associated with a Database instead of Fusion Middleware. This has been removed from the readmes for the platform patches noted in this announcement. The order should no longer matter. The OSS Bundle Patch may be applied before or after this Database PSU for FMW.
