Symptoms
In OIG Identity Self Service 12.2.1.4.220115 for Manage/Users, when the user identity status is initially set to "Disable until start date" and then later updated to Disabled, the user is status gets set to Active.

The issue can be reproduced at will with the following steps:
1. Create a user with future date.
2. Verify if the user is created with "Disabled until start date".
3. Disable the user.
