Oracle Identity Governance (OIG) Disable User Operation With Disabled Until Start Date Status Getting Failed (Doc ID 2877194.1)

In OIG Identity Self Service for Manage/Users, when the user identity status is initially set to "Disable until start date" and then later updated to Disabled, the user is status gets set to Active.


The issue can be reproduced at will with the following steps:
1. Create a user with future date.
2. Verify if the user is created with "Disabled until start date".
3. Disable the user.
