404 When Running APEX URL After Deploying ORDS 22.x to Weblogic 14c

Symptoms
- After deploying the ords.war file to a managed server in Weblogic (e.g. ORDS_SERVER) a 404 error is returned when running the APEX URL.
- If the ords.war and i.war file are deployed to the Admin Server, then the APEX URL is successful.
- Prior to deploying the ords.war file to the managed server, it was confirmed that the following environment variable was set to the appropriate directory prior to restarting Weblogic. For example:
