Export RTS Instance Stops Processing, Batches in 700 State, No Info in Logs

Batches are stuck in state 700 and no further processing occurs. Every few hours the RTS server has to be rebooted and then the batches continue to process and eventually stops again (after a few hours). The Export RTS instance log does not show any errors. It just shows that it stops processing in the middle of a batch. This happens multiple times a day and started occurring on June 19th after a Windows Defender (anti-virus software) update.
