UserExitVerifierException Event is Firing When Verifying Batch in Verifier/WebVerifier; Should Only Fire When Setting Batch to Exception State (Doc ID 2881931.1)

Symptoms

Using WebCenter Forms Recognition 12.2.1.4.0 with AP Packaged Project 2803.  It is observed the "UserExitVerifierException" is firing when a Verifier or Web Verifier user simply verifies fields within a document.  It is only supposed to execute when a user sets a document to an exception state (e.g. change batch to state 601).  Tested with the sample code provided below within the UserExitVerifierException event and checked the "<WFR Install Directory>\Bin\bin\Log" folder ("U_<Username>_<Date>.log" for Web Verifier or "V_<Usersname>_<Date>.log" for Verifier thick client).

The logging of "in UserExitVerifierException" should only occur when a user sets the state of the batch to an exception state.
