Webcenter Content UI (ADF UI) Inaccessible due to a corrupt value in the WccAdfConfiguration (Doc ID 2882233.1)

Symptoms

Attempts to connect to the WCC Content UI (ADF UI) (/wcc) results in server error message: "System failure occurred. Contact your site administrator."
Have deleted and re-created the ADF UI connection via the Enterprise Manager and WLST commands, but continue to receive the same error.

Running 4 environments using a common Oracle stack: ENV1, ENV2, ENV3, ENV4.
The Content UI (ADF UI) works fine in the ENV1, ENV2 and ENV3 environments -- It is not working correctly in ENV4 ?

Followed this document: Error: "System Failure Occurred. Contact your site administrator." When Accessing Content UI (Doc ID 2110699.1) -- none of the steps solve the issue on ENV4
