Checking the following README, Oracle® Fusion Middleware Bundle Patch Release Notes for IDM Stack Patch Bundle 12.2.1.3.220417

There have been some inconsistencies between README explanation and actual behaviors.

In the README, you should see the directory name 'patch_log_dir/spbat-logs', however runnning SPBs no longer makes 'patch_log_dir/spbat-logs' since Stack patch patch:33762787.
