OID 12c : OID DB Duplicate Audit Data Entry Issue if STATE File Contains "digest = null" Value

Symptoms
On : 12.2.1.3.0 version, OID
Auditing of OID at DB level was setup.
Duplicate audit records at DB level are created and data size grows though in OID audit log there are very less entries.
Thus Facing unlimited entries in database .
Steps
-------
1. OID DB Auditing was setup. Audit command executed successfully.
2. Each log file data will be moved to DB and log file entries will be update in STATE file.
3. Specific to issue is a log file which have only n number of entries ,but after the command execution we can see unlimited entries of file audit data in DB.
4. It was found that in STATE file contains digest = null value, it should not have NULL value for file entry.
