Unable to Remove Vertical Scroll Bar from Web Page Component and Automatically Stretch to fit Content (Doc ID 2885661.1)

Symptoms

Oracle WebCenter Portal 12.2.1.x.

In a Web Page component, there is not an option to remove the vertical scroll bar and have the area stretched to fit the content. Additional CSS "overflow-y:hidden;" has no change in behavior.
Modifying the height instyle works for some items (like /webcenter-resources/defaultpage.html) but not for others (custom APEX report).

Since APEX reports can vary in size,  the resizing should be automatic rather than setting a fixed size and including a scrollbar.

The issue can be reproduced with the following steps:

1. Create a page
2. Click Add Content
3. Select Web Development > Web Page
4. By default, this shows 'this is a sample web page' and has the vertical scrollbar.
5. For the web page component, select Style and enter "overflow-y:hidden;" for Other CSS.
6. Scroll bar is still displayed and can not be removed.
