Oracle HTTP Server Hangs Due to Large Number of Network Connections in TIME_WAIT Status

Symptoms
Oracle HTTP Server(OHS) hanging not able to process any requests.
curl test failed with "Connection timed out" errors.
No entries are recorded in OHS server log or access_log during outage.
stopComponent.sh hangs and was not able to stop OHS processes, OHS processes need to be killed manually.
OHS goes back into hung state shortly after restarting.
netstat command showing large number of connections (8000 or more) in TIME_WAIT status
