Error During Post-Installation Steps of Patch 33975762_122140 (Doc ID 2886444.1)

Applying Sites Patch is failing during the sitespatchsetup.  The message seen in the UI is:

Error! There was a problem with the upgrade configuration and it could not be completed.

The sites.logs at this time shows the following error:
