Unified Viewer Opens Images but Annotations are Rendered Very Slowly (Doc ID 2887031.1)

Symptoms

The Imaging Unified Viewer is always opening with the Show Annotation display enabled, but Annotations are rendered very slowly.  It works this same way in the Basic and Advanced Viewers as well.  How can this be resolved?
