"Failure of Web Server Bridge" Error After 2 Minutes Trying to Download Large Files Through the Standard Apache Server (Doc ID 2887082.1)

DMZ Load Balancer -> Two Standard Apache Servers -> Two WebLogic managed servers 

Oracle WebLogic Server 12.2.1.4.0 is installed on Microsoft Windows x64 (64-bit) 2016 R2.
An standard Apache Server with the WebLogic Plug-in is installed between a LBR and WLS.
While trying to download an extract from an extranet WebLogic Server site and the process fails after two minutes with this error:

         https://<HOSTNAME>:<PORT>/download
         Failure of Web Server Bridge. No backend server for connection: timed out after 10 seconds or idempotent is set OFF or method is not idempotent.

Only large designs that take longer than 2 minute to be created fail with error:

503
