AP Invoice Uploads from Integrations Failing (Doc ID 2887459.1)

Symptoms

On : 11.1.1.9.0 version, Fusion Application Integration

AP Invoice Uploads from Integrations Failing.

All of the AP Invoice Uploads and Payment Request Uploads were failing when trying to run in Production.
The process is running for a long time then showing a completions status of ERROR.
Users were not getting an error log to check to determine what might be causing this issue.

As some maintenance job was already scheduled, it was throwing below error on AP Invoice UI 
The UCM server might be down or not configured properly. Please check your connection.

Found below error in MW_Server1 log -

Management - Content Server, composite=null, modelObj=IdcWebLoginService,policy=oracle/wss_saml_bearer_or_username_token_service_policy,policyVersion=null,
assertionName={http://schemas.oracle.com/ws/2006/01/securitypolicy}wss11-saml-token-bearer oracle.wsm.common.sdk.WSMException: GenericFault : generic error

Caused By: java.lang.RuntimeException:
oracle.security.jps.service.keystore.KeyStoreServiceException: JPS-00027:There was an internal error: weblogic.jdbc.extensions.ConnectionDeadSQLException: weblogic.common.resourcepool.ResourceDeadException:
0:weblogic.common.ResourceException: Could not create pool connection for datasource 'opss-data-source'.The DBMS driver exception was: No more data to read from socket
