Getting Error "The metadata is not an identity provider metadata" When Creating a Web Single Sign-On Identity Provider Partner (Doc ID 2887623.1)

Symptoms

WebLogic server is configured as an SAML 2.0 Service Provider (SP). When creating an SAML 2.0 Web SSO identity provider partner by specifying the full path of the metadata xml file from Identity Provider, the error of "The metadata is not an identity provider metadata" is thrown in the browser:
