Oracle Identity Manager (OIM) could not modify USR Table due to "Error: ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired" (Doc ID 2887664.1)

Symptoms


When creating a User Defined Field (UDF) in a sandbox, the UDF is showing up in the User Form but the corresponding UDF is not created in the DB.
This error message is displayed in the OIM logs:

STEPS

The issue can be reproduced at will with the following steps:
1. Create a Sandbox from the OIM Sysadmin console.
2. Add UDF for the user form and publish the sandbox. The UDF was not created on the USR table at the backend.
   Logs show the error.

Please note:
  This issue has been seen in different test cases involving two DDL statement attempts to simultaneously perform USR Table updates.
