Cannot Configure ListenPort in nodemanager.properties by WLST Offline on Standalone OHS (Doc ID 2887726.1)

Symptoms

When configuring ListenPort of NodeManager during creating domain using WLST Offline with WLST commands like as follows, ListenPort in nodemanager.properties is not updated.
 
1. Execute WLST commands to create the new domain with configuring ListenPort.
