Symptoms

Recently upgraded to Oracle Weblogic 12c from 11g.

One CMS site (/management) prompts for authentication when going to the page, even though this should be accessible by anyone without logging in.

The content has been migrated from the 11g server and mostly built using site studio.

Our 12c content version is 12.2.1.3.0.
