TMS Can't Start While Using On Oracle Tuxedo 12.1.3.0.0

Goal
The user wanted to upgrade it to the latest version: Oracle Tuxedo, Version 12.2.2.0.0, 32-bit, Patch Level 087
So installed it, and used the TMS built for Version 12.1.3.0.0, 32-bit, Patch Level 000.
But the TMS doesn't work. When booting, it just shows as Failed and no error number in the ULOG.
So first thought was that maybe version 12.2.2.0.0 introduced something new so the user tried patching the current 12.1.3.0.0 version.
What the user has found, is that the user can go up to patch level 040 with tuxedo 12.1.3.0.0. TMS built with patch level 000 still works. It also works if rebuilds the TMS.
If the applies a more recent patch to tux 12.1.3.0.0, the TMS doesn't work (built with patch level 000 or 040). When booting, it just shows as Failed and no error number in the ULOG.
Rebuilt the TMS: Now instead of Failing, it just gets stuck.
While checking what’s happening, nothing in any log file. see the proc stack trace :
This is just a simapp. The samples application is provided along with the tuxedo in the examples.
Just added a TMS to it. And the TMS is not something invented.
TMS never works when using a version of tuxedo >= 12.1.3.0.0 patch level 046
Everything works with tux12.1.3 patch level040, and not anymore once patch 046 is applied. something must have changed between those two patches that are causing the issue.
