Admin Server Fails to Start After Database URL is Changed (Doc ID 2888528.1)

Symptoms

After changing the database URL from sample1 to sample2, the datasource configuration files under DOMAIN_HOME/config/jdbc have been updated to reflect the change. However, the admin server fails to start with this error:
