Goal

Is it possible to configure OAM multi-data centers (MDC) with automatic policy sync (APS) within a single Kubernetes cluster using two different namespaces?

Yes, this is technically possible and the details on how to do so are shown below. However, it is not recommended to use this technique in a production environment because a failure with the Kubernetes infrastructure will cause both the primary and clone environments to fail.
