JDBC Thin Client Oracle Sessions are not being closed (Doc ID 2890302.1)

Symptoms

When using jdbc thin 12.1.0.2 to connect to the oracle database, it was observed that when the application (JDBC connections) generates a report, the sessions on the db side reached around 45 and immediately killed by the database and the sessions resets to 4 sessions. However, when using jdbc 19.15, it was observed that sessions are keeping increasing and are not closed.

The issue was observed on physical server with a single CDB with one PDB or multiple cdbc with multiple pdbs. It takes 6 mins to generate a report.
