JDBC Thin Client Oracle Sessions are not being closed

When using jdbc thin 220.127.116.11 to connect to the oracle database, it was observed that when the application (JDBC connections) generates a report, the sessions on the db side reached around 45 and immediately killed by the database and the sessions resets to 4 sessions. However, when using jdbc 19.15, it was observed that sessions are keeping increasing and are not closed.
The issue was observed on physical server with a single CDB with one PDB or multiple cdbc with multiple pdbs. It takes 6 mins to generate a report.
