How to Turn Off/On Forms Userid Encryption for Forms 12.2.1.4 (Doc ID 2892314.1)

Goal

Starting with Oracle Forms 12.2.1.4, a new feature has been added where the userid parameter within formsweb.cfg is encrypted when the field is modified through Fusion Middleware Control EM interface. This feature is turned on by default when a new 12.2.1.4 installation is created. When Forms is upgraded from an earlier version, the feature is not turned on.
