Forms Builder Hangs While Connecting to Container Database (Doc ID 2892842.1)

Symptoms

In a new Forms 12.2.1.4.0 install, connections from the Forms Builder to a database cause the builder to hang.
There is no error message at least after an hour from attempting the connection.

It is seen that if the schema to which the connection is attempted has no objects, then the connection succeeds.
The above means that the settings for the connection work correctly, but for some reason the connection is stuck in some activity.
