SOA Cluster is in "Initializing...." state for long time (Doc ID 2894397.1)

Symptoms

Restarted domain after that soa_cluster us initializing... state in EM console.
Both managed servers are up, all composites shows "Active" status in EM console, but no transactions are flowing, no new instance is created.

Following warning messages were seen in logs.
