Goal
Users loaded via Bulk Load Utility are not getting provisioned to OUD.
We are loading users into OIG via the Bulk Load Utility with expectations that the user account would be automatically be provisioned to OUD. The Bulk Load Utility is run in online mode. The users are not getting provisioned automatically as expected.
