Unable To Open Imaging Documents Using Web Location Link From Content Server (Doc ID 2896758.1)

Symptoms

In an environment, Imaging documents are not able to be opened using the Content Server "Web Location" link.  In UCM, the Document Web Location URL has the incorrect Document ID.

For Example, the value is "0.IPM_xxxxx" but actually it should be "3.IPM_xxxxx".
